Taylor Brown Principal Consultant

Taylor Brown specialises in the political and social factors that drive or constrain pro-poor change, policy making and reform.  Much of his recent work has explored citizen-state relations and systems and processes for strengthening accountability and transparency. In all his work he aims to improve the process of evidence-based policy making and to ensure the effective and poverty-focused implementation of policies, programmes and projects. 

Taylor's experience includes:

• political economy analysis of how political processes drive or impede change
• policy formation and public administration in developing countries, with particular focus on the gaps between policies as designed, their implementation and their local-level impact
• strategic analysis of best practice in social protection and pro-poor service delivery
• research and policy advice on land tenure reform, natural resource management and the international governance of biodiversity
• advice and support to institutional reform and change management processes from local to international levels
• programme design, monitoring and evaluation, and facilitation.
