Rachel Flanary Senior Consultant

Rachel Flanary has over 12 years international consultancy experience.   Most of her work has been on developing better approaches to governance challenges, incorporating those ideas into both programme design and the design of monitoring and impact assessment tools and frameworks.  She has particular expertise in governance, integrity and transparency programmes in the infrastructure, construction, and local government sectors.  Rachel has worked on several projects on the effectiveness of anti-corruption strategies and institutions in developing countries, and on assessing the use of ‘National Integrity Systems’ to combat corruption. Her work engages a wide range of stakeholders from central and local Governments, the private sector and civil society.

A social scientist by training, she also brings practical experience of community driven development and decentralised local government programmes.  Prior to joining theIDLgroup, Rachel led social development and governance projects in IT Transport Ltd.  She has recently been providing capacity building support to provincial and district administrations in Nyanza Province, Kenya on mainstreaming a Rights Based Approach within the R2000 Programme.
