Senior Consultant

Clare Brogan is an international consultant with professional experience in natural resources management and particular experience in sub-saharan Africa. She combines strong analytical and management skills with experience in institutional analysis, capacity building of Community Based Organisations and Participatory Rural Appraisal (PRA) approaches, including facilitation of civil society in East and West Africa.

Clare's recent work has focused on forest sector governance mechanisms.  She has been supporting the governments of Liberia and Ghana with their negotiations on a Voluntary Partnership Agreement with the European Union and its progress under the Forest Law Enforcement, Governance and Trade (FLEGT) initiative, as well as the UK Government's Congo Basin Forest Fund (CBFF).She recently (2010) led the scoping missions on FLEGT initiatives in Papua New Guinea and The Soloman Islands.

Since 2007 she has provided design and monitoring inputs for Ghana's Natural Resource and Environmental Governance (NREG) sector budget support programme.

Key strengths include:

  • improving voice and accountability mechanisms for public participation and community involvement in resource management
  • facilitation of multi-stakeholder dialogue and negotiations
  • effective programme design and management for good governance and sustainable resource management
  • ensuring access to justice through influencing social policy with regard to natural resources
