26 years.  His core expertise is understanding the political dimensions of instability and producing sound policy advice for international and domestic actors.  He has subsidiary expertise in the conception, design and review of processes for establishing and encouraging political settlement and stability.  He has worked on the definition of peace processes in Guinea Bissau, Darfur and northern Ghana, disarmament and demobilisation and security sector reform initiatives in DRC, Guinea Bissau, Nigeria, Liberia and Cote d'Ivoire, and developed and delivered capacity building programmes for peace and security in DRC, Nigeria, Liberia and Sierra Leone and for ECOWAS, the Kofi Annan Peacekeeping Training Centre (Accra) and the Kenya Peacekeeping Training Centre.

As a DFID civil servant James worked for the cross-departmental conflict prevention pools as Regional Conflict Advisor for West Africa and in Afghanistan.  He gained practical experience of delivering programmes to address security and development issues as Vice President responsible for the work of the private security company ArmorGroup in DRC, based in Kinshasa, and as Head of the NGO CARE International's emergency response unit, based in London. During the 1990s he  helped coordinate CARE's responses to conflict and humanitarian emergencies in Somalia, Bosnia, DRC, Afghanistan, Sierra Leone and Liberia. He was awarded a MBE for his services to the people of Rwanda after managing CARE's responses to the 1994 genocide.
