Frankie Whitwell

Consultant

Frankie Whitwell is a staff consultant in our Rural Growth and Livelihoods Security Portfolio. With over five years of experience, his key areas of specialisation are pro-poor growth, making markets work for the poor, SME growth and looking at innovative ways that the private sector can be incentivised to deliver pro-poor services. Frankie recently provided overall management support and technical input into the design of the DFID funded Afghanistan Business Innovation Fund (ABIF), a challenge fund designed on M4P principles working in a range of economic sectors across Afghanistan. In 2011, he was also a consultant on a mid-term evaluation of the Afghanistan Investment Climate Facility. He has carried out value chain analysis for projects in Burkina Faso, Ethiopia and Mexico. Previous to this, Frankie worked for an international economics consultancy where his work was largely centred on project management of private sector development programmes. He has managed projects for, and consulted for, a wide range of donors including ADB, AusAid, DFID, EC, GIZ and World Bank. His country experience includes Afghanistan, Honduras, Mexico, Nigeria and Yemen.

Frankie has an MSc from Bath University and speaks Spanish fluently after having lived in Mexico and Honduras working for the British Council and Save the Children. Frankie’s main strengths are as follows:

 

  • Experience of programme design, implementation and evaluation;
  • Hands-on experience of poverty reduction strategies through private sector development and growth;
  • Application of making markets work for the poor (M4P) principles and approaches;
  • Strong analytical (market and economic analysis), log frame, writing and editing skills
  • Solid project management and implementation experience
  • Ability to operate well in challenging environments.
