Emma Haegeman

Research Consultant

Emma is a research consultant with the Social Development team, who joined theIDLgroup in 2009 after completing her masters at the School of Oriental and African Studies (SOAS) in London. Her dissertation focused on public sector resource allocation and equity arising from the policies of decentralisation reform and the promotion of public-private partnerships in Indonesia.

Her main interests are in governance, accountability social development, public sector reform and political economy analysis, with a primary interest in East Asia, (she has lived and worked in nine countries in the region). Before joining theIDLgroup, Emma worked as a Project Associate for the United Nations Development Programme on civil society and local council development in Lao PDR. She has also worked for the Mekong River Commission on environmental governance and volunteered for a number of small NGOs in East Asia. She is able to carry out research of a high quality and also has good networking, organisation and team-building skills. Most recently she led a baseline evaluation of the

status of civil society in Ethiopia, particularly in the context of new legislation

on charities and non-governmental organisations.
