Some of the more recent work undertaken by our East Asia office is presented below:

‘Policy Analysis for the Development of Land Policies for Socioeconomic Development’ Project , Vietnam, 8/2011 - 9/2011, UNDP (on-going)

The objective of this project is to conduct a comprehensive assessment of the socioeconomic impact of land policy on rural development and recommend new policies aimed at achieving the Government’s goal of promoting sustainable economic development in rural areas. The IDL provides consultancy services to develop a Policy brief on improving the conditions under which women contribute to agriculture and rural development to provide inputs to the Land Law Revision and policy making process in Vietnam.

Climate Change Adaptation and Disaster Risk Reduction in Mekong Delta Project Baseline Survey, 12/2010 – 4/2011, OXFAM GB.

Provision of expert advice to Oxfam GB in designing and implementing a baseline survey for a project aiming to reduce the vulnerability of poor and vulnerable groups (particularly women) to the impacts of climate change in the Mekong Delta through livelihoods adaptation and disaster preparedness interventions.  The baseline survey is intended to act as a sound basis for project monitoring, evaluation, accountability and learning as well as to inform Oxfam GB’s longer term strategic engagement in this low-lying, coastal area that is one of the region’s most vulnerable to climate change.

Analytical Study on Social Forestry Programs to Support Climate Change Mitigation and Adaptation schemes in ASEAN, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Vietnam, 2/2011, RECOFTC.

Analytical study on the readiness of the ASEAN Member States to implement social forestry in support of climate change mitigation and adaptation schemes.  The study covers eight ASEAN Member States: Cambodia, Indonesia, Lao PDR, Malaysia (with specific focus on Sarawak and Sabah), Myanmar, Philippines, Thailand and Vietnam.

GTZ Baseline survey for conservation project, Vietnam, 10/2010 - 11/2010, GTZ.

The project aims at strengthening capacity for biodiversity conservation and preservation of forest ecosystems in Vietnam.  A baseline study in selected pilot PA (Pu Hu and Pu Luong Nature Reserves and Bach Ma National Park) analysing the situation at the project start and provides the basis for an effective project planning and steering process. theIDLgroup was contracted to carry out the baseline study in the project pilot area of Pu Hu and Pu Luong Nature Reserves (Thanh Hoa Province) and Bach Ma National Park (Thua Thien Hue and Quang Nam Provinces)

External evaluation of DEC-funded Post-Ketsana response & recovery in Vietnam and the Philippines, Vietnam and the Philippines, 10/2010 – 2/2011, Save the Children.

Save the Children implemented an integrated multi-sector recovery programme for typhoon and flood affected communities in the Philippines and Vietnam, since October 2009 with DEC support. theIDLgroup provided an in-house disaster response and recovery project evaluation specialist to evaluate the relevance, efficiency, effectiveness, impact and sustainability of early response and livelihood recovery efforts by Save the Children in Central Vietnam and Manila Metro area of Philippines.

Assessment of the progress towards the implementation of the Hyogo Framework for Action (HFA) in Vietnam, Vietnam, 8/2010 - 10/2010, UNDP/MARD.

theIDLgroup was contracted to provide international TA to review the existing HFA progress review process in Viet Nam and suggest tangible steps and recommendations to the Department of Dyke Management, Flood and Storm Control, MARD for the establishment of a systemized and comprehensive annual review process. This was undertaken together with DMC HFA focal point and through a range of stakeholders consultations and analysis at national and provincial level and targeted assessments in a cross section of provinces - representing different hazard prone areas of the country:

- Northern Delta and Northern Central Region

- Central coastal area, Eastern Southern Area and Islands 

- Mountainous area and Highlands

- Cuu Long Delta region.

Baseline survey Report and Study of  Underlying Causes of Poverty for Ethnic Minorities in Northern Vietnam CASI program, phase III, Vietnam, 9/2010 – 10/2010, Care International.

The program Civil Action for Socio-economic Inclusion in Sustainable Development for Northern Ethnic Minorities in Vietnam, CASI III has worked to enable the ethnic minorities in northern Vietnam to determine and realise their own equitable and sustainable development, with dignity. The consultant’s output will inform CARE’s subsequent programme interventions to address identified underlying causes of poverty for ethnic minorities in an effective and comprehensive manner and also serve as evidence to support policy advocacy on ethnic minority rights.

Strategic Environmental Assessment of Vietnam’s Forestry Masterplan (2010-2020), Vietnam, 2010, World Bank.

The project is aimed to conduct a rapid impact-centered strategic environmental assessment (SEA) on the sustainable forest development and management program (focusing on production forests) of three to five Provincial Forest Protection and Development plans, and provide guidance on environmental considerations that the appraisal committee takes into account when reviewing and approving the provincial plans for inclusion in the National Forest Sector Master Plan.

 

Strengthening the Capacity of VUSTA, 2010, Vietnam, UNDP.

The three and half year VUSTA-UNDP project aims to strengthen VUSTA’s capacity to effectively support and represent its member organisations in government policy-making processes, contributing to the promotion of democratic governance and socio-economic development in the country. IDL provided a Civil Society Specialist to conduct and external mid-term evaluation of this Civil Society strengthening Initiative.

Forest Law Enforcement Governance and Trade (FLEGT), PNG/Solomon Islands, 2010, European Forest institute.

The IDLGroup provides informal briefings to a range of stakeholders including government, private sector, civil society and Development Partners in both PNG and Solomon Islands on the EU FLEGT approach and the Voluntary Partnership Agreement concept in particular

National Adaptation Programme of Action (NAPA), 2010, Timor L’este, UNDP.

The objective of this project is to develop a National Adaptation Programme of Action to Climate Change (NAPA) document for Timor-L’este. theIDLgroup is providing technical guidance and support in conducting a participatory assessment of vulnerability to climate change as well as the preparation of a prioritized adaptation strategy and action plan.

Post Typhoon Ketsana Cash Transfer Program, Vietnam, 2010, American red Cross. theIDLgroup was contracted to carry out a post-distribution survey to identify how beneficiaries utilised the cash grants as well as conduct a final programme review. This was the first time cash transfers had been applied by the Red Cross in the emergency context in Vietnam and therefore the findings have been extremely useful to the VNRC, ARC, IFRC and other PNS. Standard Operating Procedures were also developed for the further roll-out and scaling up of cash transfers in the future disaster response context in Vietnam.

Civil Society Fund for Good Governance, Philippines, 2009-2010,

IDL consultants conducted a field mission and developed an ‘issues and options’ paper for AusAid outlining a strategic approach towards achieving more robust, sustainable and crucially, inclusive growth for rural communities in the Philippines and later on designed an innovative civil society fund.

Increase Capacity for DRM in Thanh Hoa Province, Vietnam, 2010, Care International.

This project aimed to reduce poverty and household vulnerability to natural disasters in Thanh Hoa Province through the enhancement of early warning systems, natural disaster preparedness, and by building the capacity of households, communities, mass organisations, local government (Provincial, District and Commune levels) to reduce the impact of recurrent disasters. The IDL was contracted to lead the final evaluation of this DIPECHO-funded project.
